Tough hedging plants

My allotment is very exposed.  I am thinking of planting a low hedge around part of the plot to act as a windbreak. It will have to something tough because the clay soil is often waterlogged or even flooded in winter. Any ideas?   Ideally the planting should be something I can restrict to a height of 3ft. I was thinking of Rosa rugosa, which would also give me a crop of rosehips. Something evergreen would be great but I can't think of anything that will grow in waterlogged clay...

Privet? Evergreen, tough as old boots, very easy to keep to the size and shape you want...I don't know how quickly it grows, though, or at what size you can acquire plants.  It gets very dry underneath it, but you'll find that with any hedge really.
