Convert cats toilet to flower bed?

Now my old cat has gone I can reclaim his toilet patch in the garden which is just outside the French doors!

What  must I do to the soil before I can plant my roses and anemones?

I have access to beach sand and unlimited horse manure......

Gen in Northumberland - bonny day the day!

No allotment but medium sized garden with greenhouse, small-ish raised veggie plot and little shed.....my little kingdom:-)

Mine is in the process of converting my flower beds to its toilet  :P  Makes weeding interesting and a dangerous process Lol.
Take time to stop and smell the flowers.
