Starting up questions?

I am going to speak with the council tomorrow regarding being offered a new allotment and was wondering what questions I should be asking before I go and sign my life away?

What facilities are included such as water. Who maintains communal site paths ?  If there is bulk rubbish left on the plot, will they provide a skip for removal once you have gathered it all together.  If I hand out a plot that is excessively in disarray it is usually rent free for the remainder of the rental year.  Is there a probationary period? Our new tenants are given 3 month probation prior to a full tenancy.
