Help! Something is chopping off our tomatoes!

In addition to our alloment, we grow a few tomatoes on our back terrace (of a first floor flat in the city centre) Recently the tops of them have been chopped clean off! It looks like someone has taken shears to them. The same things happened with our tulips, but now this critter has attacked our tomatoes we need to take action!
Does anyone know what might be doing this and how we can stop it?

Welcome to A4A... my money would be on "flying rats" aka pigeons they don't usually bother toms but aren't fussy eaters.... netting would be the answer but it has to be high enough so that they can't sit on it to push it down onto the plants...

Not is all lost, if the plants send up side shoots let one grow as the main stem and they should catch up, but also net as saddad said
