when is it safe to plant out?

things like cucumbers and tomatoes? i know i had mine out by this time last year but it was in my garden not the plot.

my cucumbers have cucumbers on them and they've been out in my courtyard for 2 weeks now, not in the greenhouse (but again its pretty protected).

the toms are all flowering and are really tall.

i'm sure they are all too big for the pots they are in but i don't have any larger!

Well if it's not safe now then I'm bolloxed!!!!  ;D
All my toms, chillis etc are out on the plot..I only grow cucs in my plastic greenhouse..
