I have just emptied out last years baskets (  I know most of you will have done it in the autumn) all the foliage has completely disappeared & no roots, so can I reuse the compost this year as it still contains all the water retaining granules that I put in last year?

I would not due to all the nutrients have been used up by the previous plants.
Maybe mix this with new compost and see how they do!!!

Got them back now to put some tread on them

yes I often mix to make compost go further. Or if you dig it round plants in the garden, it will add organic matter and water retaining granules, which might be useful.

This time of year i always empty my old pots onto the potato patch to help with the earthing up.

Yes I was thinking of adding some nutrients, not sure what, I shall be putting busy lizzies in the baskets, the pots have gone on the potatoes but are not in need of anymore
