What is a locked topic? and why has it been locked?

It means the mods have decided to stop people posting to it but are leaving it visible before they decide whether to unlock it or remove it. There's lots of reasons, though the most obvious ones are wwhen heated debates get a bit too heated, obvious trolling potential mild breach of forum riules or a situation heading that way and the sort of childish troll-baiting that I'm afraid both myself and ACE enjoy (dunno what ACE's excuse is but I normally do it after a few drinks ;D)
