Rust / orange coloured substance on pea plants

Some of my pea plants at the end of a row have clusters of a rust/ orange coloured stuff on them.  It does rub off but what is it?  It does not affect anywhere else,  just the end of the row, next to the small fence metal sheeting adjoining nextdoors plot.
