Well it has begun to flower, funny thing is i was chatting to my neighbour a  couple of days ago and he seems to have a few clumps of this plant but lost the plant label and he also doesn't remember the name of it.

so any new or definite ideas ???

It's got to be a veronica of some sort.  How about Veronica austriaca

I think Unwashed has it, it has a very distinctive flower.
