My friend wants a Rhubarb plant and  I have about 5. Should I dig a whole one up for her or can I take a small piece of one plant? If the latter, what is the best way to do it?

It's not really the right time of year to do it - should be done when they are dormant.

If you don't want to lose a whole plant, dig down around your crown until you have well exposed one side and slice through the crown with your spade.  Dig the slice out with as much of the attached root as you can.  Or you can dig your crown up, take the slice off and re-plant your crown.

on this note could i move my rhubarb to anothe part of my plot have allready cropped once this year and wanted to relocate it to my new fruit cage along with the rest of my trees and rasberries canes black current need to move the lot can this still be done as its all new to where i had it in preparation to the new fruit cage

If you need to move the rhubarb urgently it'll survive. It's best to do it in autumn though, giving it plenty of time to establish before next season. If you do it now, there will be no more rhubarb till next year anyway.

don't forget if you move it at this time you'll also have to keep it well watered through out the summer :)
