Rhubarb not very big...

Hello, I have 3 rhubarb plants on my allotment two are three years old but are only a foot high, id this normal at this time of year? Will they grown bigger, am hoping to make rhubarb schnapps with it but need a kilo!

Give them time, mine are nothing like full-size yet. Give them plenty of grass cutting, compost or whatever, and if they don't get there this year, they should next.

Is there any kind of liquid feed they like? Seaweed for example, I got a free bottle with a seed order!

Pee is pretty good short-term, but what you really need to do is build them up for future years, which means adding anything which will build up the soil. Manure, organic mulch, etc, is what they really need.

I have harvested my Timperley Early this week as it was huge.  My Victoria is not so big... I do not expect to harvest this for another few weeks yet.  It is probably behind a little with all this cold weather.
