One thing i have found about this forum its full of interlecturals, people from all walks of life, some of you even have jobs, employment where i live is vertualy none existant, infact them that are invalidity chalenged those that are working to a cricket match, the workers had to scratch as they could not make a team.

On a more serious note

A friend who lives in warden control accomodation in Luton tells me that because of a deal the council have with Virgin he cannot switch ISPs or put a satalite dish up on council premises. His landline, Tv etc is all thro Virgin. Surely this cannot be right under free enterprise or freedom of choice.
I would like to help him out as he wants to change his broadband server.

I have some experience of working in local authorities and particularly with sheltered accommodation schemes. If your mate has a landline he should be able to change it, unless he has a preferential deal ie: he gets it cheaper via Virgin. My advice would be to speak to the local housing office or estate manager/warden to ask if he can change and if not, why not. Last resort is to go to a local councillor and point out that he has no choice and that fact is disadvantaging him.

Most warden controlled sheltered accomodation is flats rather than houses/bungalows which would mean he can have a bt phoneline put in so could change phone/isp but if he wanted to mount an external tv aerial or satellite dish he would first have to get written permission from the council.
If it was a house or bungalow he could have the phoneline & tv aerial but would need written permission for a satellite dish.

If you get a BT line put in, then you will have to pay the £125 (or more) connection fee.
(even though it's just a case of them pressing a few buttons to activate the line).

With the original question, I was in a similar situation regarding putting up a satellite dish.  Building permission is required and it also depends how many are on the building too.  I was refused as my neighbour already had a dish.
Virgin Media was allowed, so was BT.
