According to this page,

You are not going mad, and the last holiday was 6 August.

It was a local public holiday set by Edinburgh City Council. It is officially termed the Autumn Public Holiday and is one of two local holidays specifically for Edinburgh.
The post office is likely to be shut but wether or not the post is moving depends on wether it is a Local Holiday in the terms of the Local Government (Scotland) Acts. If it is, then there is no postal deliveries made that day.

Hi Marg,
I personally think that whether it was a bank holiday on the 17th Sept or not is totally irrelevant, they have had from the 29th Aug until the 17th sept to post, why would this one day be such an issue if they haven't postd it before now.
Do be careful as you only have so long to claim if the item does not arrive!!
I'd try to get my money back now!!

Still in the plot   36 Leeks, 1x rows parsnips, 2x  rows chard, psb, broccoli, 5 rows garlic, 1 row swede, lots of onions - started in rows, but the birds had them and now they are random!!
