Fennel - Tap root no bulb.

Could someone tell me why fennel is not producing a bulbous type vegetable? Instead it seems to be producing a tap root which produces some distinct foliage.

Is it the type of fennel?

I find fennel a bit tricky at the best of times-the Variety `Rudy` works for me(but even they bolt) Zefa Fino and me just don`t get on
