A well balanced liquid feed is?

I've just spent time googling for the definition of a well balanced liquid feed, but have come up with zilch. Just what does constitute  a well balanced liquid feed? The RHS advocates such a feed for celeriac, without giving details.

What is being referred to is the NPK content of the mixture, a balanced feed may read; 1:1:1 or 7:7:7: or 20:20:20 this indicates that there are equal proportions of Nitrogen/Phosphate/Potash in the mix perhaps if you look in here you may understand it more; http://tinyurl.com/2cwym3

Liquid Cow manure was the old fashioned feed for celeriac and the like. A sack of pats was dumped in a water butt until a tea-like colour was achieved; this was strained and used as liquid feed.
