Digging in green manure

We planted some winter field beans last year with the idea of digging them in before we planted out our tomatoes.
Are we right in thinking that you can dig them in striaght  before planting? (or a couple of weeks before?) Or is the idea that you dig it in in the autumn? In which case it's more for the compost heap  :)

I've gt some Green manure - some sort of beet or radish I think by looking at it(!) anyway I dug it over a week or so ago as it's where I want to put my first early pots but I noticed when there at the weekend that some of it is growing again!  I suspect I need to chop at it more.... :-\
