Advice needed re leggy dracaena

Hi all,
I have a Dracaena with variegated leaves (white, pink and Light green). Firstly does anyone have any idea what sort it might be?

Secondly, although it is a nice healthy looking plant, it has done what I believe they all do,(the nature of the plant) in that as it has grown, it has slowly but surely shed all the leaves from the bottom up. It now resembles a miniature palm tree. It is about 4'6" tall with the head of leaves being about the top 15" or so. The stem/trunk is only about 1/2" thick on average(top to bottom). What I would like to know is, (a) can I cut the top off and re-root it, thus making a shorter plant and (b) if this is possible, will the original plant then produce more leaves from the base?

Cut it off at the height you want, then try and  root the top, they say that new leaves will soon appear on the cut stem, never tried it myself.
