Why not build a bunker and fit one of those roof things you see on camper vans.
When the council inspector appears close it down.  ;D

The rake comments are reminding me of the Simpsons episode, where Sideshow Bob stood on rake after rake after rake.....

why does your council give in to the vandels? We have more than are fair share of vandels here.The council talks to the police and us and touchwood things have improved,but you cant let these idiots rule the our lives.
