should these have germinated yet?

2 weeks ago i sowed carrots, leek and lisbon spring onions... nothing is coming up!  I sowed swiss chard a week ago and they have started already!

Should i give up on the rows of carrots/leek/sonions or give them a bit longer

Also onions are fiends to spot as sprouts. You really have to get down at ground level and squint to see their little whiskery shoots, they are nearly invisible :-\

and what's more, when sown direct into the soil, they look so much like grass coming up - guess who's hoed them off before now!  :(
Do water the area daily though, if they strt to germinate and then dry out, they'll not like it.

I echo what Jenny said and would add, water the drills well add a little sprinkle of compost, sow seed, cover seed with compost and water well then and water regularly thereafter, this weather (don't moan) is too dry for seeds to germinate at the mo. :( ;D

ahhh thats where i've gone wrong - I watered them in and then left them to mother nature - it has rained a bit here last week - but now hot again... so i'll start watering and hopefully they will come up!

The beans came up though without watering! LOL
