When would you recommend the Best time to Start Herbs off in Doors in Pots/Propogator.....also what is the Best Growing Mendium!!

I start shrubby herbs (thyme, hyssop, bergamot, rosemary etc) in January/ February. Chervil is good to go in any cool month...
I travelled to a mystical time zone
but I missed my bed
so I soon came home
