Boggy Patch

Can anybody give me suggestions on how to deal with a wet part of my allotment please?
The water comes from a retaining wall and seems to soak down from the hillside, it is almost like a small stream but soon dries up when the rain stops. I don't know whether to dig deep and put drain pipes in or make a pond or even grow plants that like wet ground.
It is about 10'x8' and does not affect the rest of the garden.
Any ideas would be very welcome.

I have a lot to do and think about, but I am weighing up all the options and any ideas will be put in the pot at the end of the day and lets see what comes out of it. I will let you know of any progress.
We have lots of toads on our site and they are just beginning to hibernate. I love them but it can be nerve racking when you are just about to put your fork down hard and the little beggars move.  :o
