Seed swap, how too?

Hi guys i have a question for those who have arranged or been to local seed swap events.

When its arranged what are the rules, IE are all the seeds added to a pile then everyone just comes and takes as the need or is it you take as much as you add.

i plan to arrange one in my locality and was thinking of doing it like this:

eg. everyone arrives and donate their seeds, they are then given a ticket stating how many packets they added to the pile.

then at a specific time the tables are opened and you can then take as many packets as stated on your ticket, does this sound fair does it make sense ???
