half composted leaves

Spread 1 yr old half composted leaves over my to be garlic bed then had a thought.  Would the composting of the leaves use up available nitrogen?  If so should I rake them off.

Presuming you'll not be planting your garlic for a couple of months yet, I'd let them decay on the surface, plant through them when the time comes, and then,come Feb/March, decide whether they look like a boost would help, apply a dressing of chicken pellets. You dont want them to make a lot of top before the ravages of winter, just get established and well-rooted.

indeed I'm sure they will be fine leaves do take a long time to compost down however as on the last post if they need a pick me up apply as necessary
