Is this a good time to move a tree peony? Is it the same as moving an herbaceous peony?

Yes and no. Tree peonies may be moved when they are dormant as they are now as  long as the soil is not frozen or waterlogged. Take as big a root ball woth it as you can manage and it should be ok.
Only thing to watch is depth of planting. they do not like to be planted deeper than they were before You can usually see the old soil line. Burying the stem can lead to stem rot.
Herbaceous peonies nede to be planted shallow, but this does not apply to tree peonies except as above.

I  had to move one a few years ago. I done it at the end of october, while it took a couple of years to settle in again it is still going strong.

Mine was growing against a wall and the roots had run along the base of the wall making it hard to get a decent rootball. There were loads of 'runners' that had to be cut off. They were potted up along with other odd bits of root and I ended up with a dozen extra plants.
