Do you know what type of plum it is? If it's a Victoria (or some others) then it could be a case of biennial bearing. The tree puts so much energy into producing fruit one year that it has to take a year out to recover, before producing a mass of fruit again the third year. The solution is to get up there and thin thefruit drastically in the early stages. Alternatively, could the blossom have been frosted?
