Samsung galaxy3 question

Got it setup to receive and send e-mails when at home on Wi-Fi no problem but when I am on 3G or another Wi-Fi I can receive but not send or reply to e-mails.
Any advice appreciated, TIA

Often this can be caused by your ISP (is this your ISPs email or Hotmail/gmail). When you are on your home network they know it is you as you are on their network with their IP address. When you are not (ie on 3g) they often require you to authenticate and this is not always obvious when setting up the account.
