Allium Leaf Miner

We have just been informed by DEFRA that we have Allium Leaf Miner on our site. I don't know at the moment which particular plots it is on but I know I currently don't have it.
The advice to counteract it seems to centre on either avoiding the adult stage of the insect by planting late i.e not before May, perhaps OK for onions but not much use for garlic or shallots or on exclusion for example growing under fleece. Does anyone else have experience of this recent pest and any advice on how to conteract it or how to live with it. I suppose we should have expected it to appear realy since we are only about sixteen miles away from where it was first found in Wolverhampton four years ago but it is still a bit of a shock.
