orange powder type thing on leaves etc

???I took over my allotment last year and noticed this orange powdery stuff on the leaves and stems,it was on a patch where I had my potatoes and on the weeds in that patch.(It didn't seem to effect the crop though).
This year it seems to have spread onto other areas on the weeds and some winter onions I put in.
Please could anyone advise what it is, whether I should be concerned and also how to go about getting rid of it. I would be really grateful for any suggestions, thanks

I know that groundsel gets it regularly - without, apparently, harming anything else.

Sounds like rust to me.  I had it bad last year on my garlics and leeks.  The leeks were fine and I just had to strip off the outer layers, but it did seem to weaken my garlics, but that could have been the rot.  I don't know how to cure it I'm afraid, I just put up with it.  :-\

Indeed - but why is groundsel the only weed that seems to get it?

And it is more usual for late rust to be brownish, rather than yellow or orange?
