Will my peonies ever produce flowers?

I planted three peonies the year before last  and this year they have produced the same teeny flower buds which amount to nothing. Is there anything that can be done to help them along?

Tomorite!
And make sure the buds at ground level are exposed to the cold in winter. They need cold ripening.
Gardening is the great leveller.
