How many chickens are you allowed to keep before Defra get involved ?

I'm sure you are right, but I had 20 in my mind for some reason, that may just be an allotment or RSPCA thing ...

You can keep upto 50 birds without informing defra, but I think you can register voluntarily below that number.
If tha does nowt, tha gets nowt. Simple!

If the hens are for allotments, check rules and regulations for the site as some restrict the number of birds permitted.  If it is too many it may be deemed as keeping poultry for business purposes which again, contravenes most site rules.
