I grow parsnips every year, love them. :P
I neglect them as well ( do not touch crown)
It takes often more than a month to appear.
I sow them late: last year 13 May!!! and the crop was fabilous: good taste, big ones and straight. Still have two small rows to pick ( next week, if dry) :-[
Sandy soil seems to be very good for them. No stones in the soil and manure only the year before. (previous crop).

Will mix  sand in the Parsnip patch before I Begin. My First time!!
So I thought I would Grow them in Toilet Roll Holders for the First Time seems the easiest method for a Beginner.

Wiil put Compost in the Propagagor or Curver Container
[you know the sort I mean I think ] with the lid.!!

PLace two seeds in each Roll and disregard the Weakest.

Plant then directly into the Ground. Leave until Oct Nov.
