My young cabbage plants transplanted into their final growing position 3 weeks ago have now all been stripped down to the bare stalk by pigeons yesterday. If i cover them with netting, will they recover or am I better just cutting my losses.

If the growing tip is still there then there is a chance, if you have to set some more seeds away it is going to be a few weeks befor they are ready so you have nothing to loose by leaving them till the next batch is ready.
