Can you describe what they do?  I've never heard of anything by that name, but it's possible it goes on all the time under some other name.
An Agreement of the People for a firm and present peace upon grounds of common right

Hi Unwashed,
A scrutiny panel is when the council put together a group of officers and scrutinise their allotment assets.

I wondered if anyone else had come across this and the outcome.

Never heard of an allotment scrutiny panel but generally most decently run councils sill have scrutiny and oversight panels to check that decisions are transparent and objective and usually that money is well spent and in accordance with rules and regs.
