Fleece is a fabric, like an incredibly finely woven netting,although having just googled 'horticultural fleece' I have been informed it is not woven. It is used as a barrier against frost and pests such as carrot fly. It comes on a roll, cut to size and can be used like a sheet covering areas of tender plants. Someone will come along now with a much better description than that now.
I wouldn't leave peas in pots indoors after March really, firstly because of the space they will be taking up, and secondly because I would hope to have them hardened up, used to the weather and planted out, protecting them against the worst of the weather with a cloche if necessary.
