last year my toms and peppers were all ripe by this time of year, lot of toms and all peppers still green, do they still have time to ripen up outside or is this just going to depend on the weather ???

I'd leave them out for a week or two yet, while the good weather holds.. :)

It's weather-dependent. You know what the date is, but they don't....
Leave 'em be (but keep an eye out).
This time last year, my tomatoes had long been pulled up and burnt; this year, I'm still picking them. (Half filled a trug this afternoon!)
