garlic gone to seed

Does garlic always run to seed, is that just how it grows?  I've not grown it before and I've reasonable sized cloves around a flower stalk.  Is that right?  Will it matter now that it got rusted quite badly?

Had about 6 with flower stems formed this year (never had them before on garlic), possibly the very warm spring confused them!  I pulled the stem out and I'm using those first. They don't look pretty when they start to dry but still useable.

Always get rust too, doesn't seem to affect the flavour  ;)
