Forming an association - basic legal requirements?

Hi,
our lot has no such thing as an association yet, it's really cool and laid-back, but the council is on to us now, more or less threatening to bulldoze us if we don't formalize soon.
The nice guy who has so far overseen the basic admin of new lottie-holders is overwhelmed by the prospect of an association (and paperwork), so we lottie-holders will get together next month and form our society or whatever.
Are there any basic rules or regs we have to write down - like a constitution?
How many lottie holders (out of all of us) have to actively be there to make it legal? We're trying to get everyone going, but ...
Would really appreciate your advice, as I want to be as informed as possible when we have our first meeting.

If you PM me your email address I'll send you copies of our Constitution and Tenancy agreement as a starting point. It will be fairly obvious what clauses HAVE to be in a constitution and which can be varied to suit your Association.

One of you has to be Chairman/Refreshments, the other Secretary/Treasurer.

ours is run as a democracy with a committee, chairman, treasurer and secretary..we all decide how we want things done..mind you, there's only 11 plots so far and we all get on  ;D

we have got 13 plots on my one, but only three people using them ( another one joined today) so I might bring this up witht he other holders aswell

I'm sorry this is an old thread but we are setting up private allotments and I am trying to find out what we need to make it all official.

Would it be possible for someone to send me copies of their Constitution and Tenancy agreement? I reall don't know where to start.
