What's eating my peppers?

Does anyone have any clue what could be eating my peppers?
The leaves are all getting eaten, not enough to kill the plant, but enough for it to look very ragged! :(
Whatever it is it clearly isn't interested in the cauliflowers, runner beans and lettuce that are close by, just the peppers...

Is it worth me covering them, or is it more likely to be insects and the like?
I don't think it's slugs and the leaves are clear of anything obvious both above and below...

It's annoying tho, really looking forward to some peppers if I can keep them alive!

I was wondering that, although they're planted in the back garden and I've not seen any birds on them...

Put I guess covering them up with some netting would at east either solve it or prove it's not birds....

Are the holes random in size & location, or is there any kind of uniformity (near the edge of leaves, near the bottom/top of the plant etc)?

When you say ragged, the first thing that comes to mind is ragged edges (little notches out of them) which would be vine weevil - I always get a bit of this when I grow in pots for some reason.

I've been caught out by athletic slugs before on peppers & chilli's even when they've been near to lettuces & other stuff they're supposed to prefer.

I'd put a fiver on slugs, personally.
