camelia buds with holes

A garden I have just started to look after has a problem with their camelias.  Somthing has been chewing the tops off the buds and emptying the contents.  I assume it is some sort of wasp or something that laid it's egg in the bud early on and the grub has eaten the developing flower, then chewed it's way out before flying off.....or am I totally off the mark?

EJ, I know I've a little RHS book on camellias which has loads of goodies in it.  But can I find it?  I'll keep looking.  Love camellias myself, hence the book, but have not had that particular problem so need to read up just in case.  Will be back in touch if/when I find the book!
