A million tiny caterpillars in my Calabrese

Harvested 4 heads tonight and prepared them to put in the freezer.  Prior to blanching, I soaked them in cold salted water, which caused the caterpillars to pop out :o

The thing that I don't understand is that these have been under fleece since planting out in April and have done much better than those that I sowed direct a month earlier and which have just been covered with net.

The fleece is new and doesn't have any holes and has been held down with bricks stretched over blue pipe.

Has this happened to anyone else??  what can I do to prevent it happening again??
