Garlic Flowering

My hard necked garlic is now flowering - when should I harvest it please?

I cut off the 'flowers' and wait until the leaves go yellow.

I'd dig one up now and see if the bulb's a decent size. 

I got my garlics up 2-3 weeks ago when they started to die back.  My hardnecks I cut of the flower scapes when they were still bent over buds, and made pesto out of them :)  They then start to ripen and I dug them a couple of weeks later.
