Get a food digester or green cone (we got ours free from the council - OK it wasn't easy - 2 phone calls to get a voucher which had to be redeemed within 5 days at a garden centre 30 miles away)...
but it seems to be working. www.greencone.com
We have placed it in the middle of the allotment and it should "feed the soil" around it. We  can even put meat and fish in it! It doesn't smell at all unless you open it and it is only open for a second or two.

See forum discussion under "a new type of composting" in top tips.
