We have a templar tiller rotavator. It has a new engine. This happened on the old engine also. When the engine is running the tines are also constantly turning. What can be causing this to happen. It is nothhing to do with the engine as like I said it is a new engine.

It sounds to me as if the belt is too tight for the tensioner to be able to slack off when you hold the handle in. Or the tensioner/clutch is sticking.

Check the return spring. Its dangerous like that, it may chase you across country!!

It is not the engine as it is a new engine and it still does it the same as the old engine. It has to be something to do with how the belt or the frame. I will look into your suggestions and see if it solves the problem.
