Title: What is this flower please?

If anyone has any ideas as to what this flower may be, I'd like to hear them.  It's in my brothers garden and he has no idea either.

Think it might be Prince of Wales feathers

I agree with Poppy Mole that it's celosia plumosa Prince of Wales Feathers, a popular annual bedding plant.

That would make sense because they live in wales and bought them in the local B&Q.
