Ok my learned and wise Allotmenteers
What is this - i found out that our allotment society pay this to our council but have never hear of it before , i am sure you can educate me on this one

A peppercorn rent is trivial amount, a nominal amount if you like - maybe a pound or a penny, paid on contracts. It is, I believe, old English Law but how this related to the council and allotments is a bit odd.
What do you pay the for the allotment and where does that money go if not to the council?
Is there some old 'point' in land deeds or agreement with council that to keep agreement going you are paying 'something' nominal in return for that 'something'?
We have the same in Guildford.
The the tenants rents go on running the allotments, in addition the council also pays a grant.
To keep the council and the society legally separate the society rents the allotments from the council, but under English law, you can not rent something for nothing so the rent is 1 peppercorn, to be paid if demanded.
You may have heard recently of a load of houses being sold for £1 each or for companies going bankrupt being sold for £1, it's all the same thing.

I thought charging a peppercorn rent meant the landlord kept his ownership of the land but allowed use while it was not needed. My Mother once owned a house where a road widening scheme was planned. All the owners had long front gardens and paid a peppercorn rent on the third nearest to the road, to the council. 40 years later they have not widen the road.
We pay a very small lease /rent to the council.
The rest is used for upkeep etc.
Rebate is based on good inspections etc. Can loose rebate if things like uncultuvated allotmenrs etc
