Title: What eats garlic tops ?

Some of my lovely garlic which was grown in pots then planted in some nice home made compost have had the leaves eaten. I've noticed 2 lots of leaves eaten off, right down, all the growing tips. What on earth eats these?
I've also noticed lots of the walking onions have been attacked but think it's the bloomin' big fat pigeons on our site

Mine were eaten by rabbits one year when I had a hole in the fence. They recovered though and once they reached a certain height the rabbits seemed to lose interest.

I also have found rabbits really like all the onion family.   Nets above will deter pigeeons but rabbits get underneath.

I am having problems with pheasants, though they just pull them up.
