What do you reckon will be best around cold frames pebbles or slabs. At the moment its couch grass and other unwanted stuff. I'm gonna clear this lot and make a walkway around it i'm thinking about those pesky slugs in particular.
Pebbles provide lots of places for pesties to hide. And gaps between which nasty plants can grow. And they get picked up on the bottom of muddy boots and deposited everywhere else. And they are uncomfortable to walk on.

What about thick Polystyrene ??? could add it to the side walls too to hold heat. 8)
Clear the Area!! ???
Lay a Layer of Thick Plastic!! ???
Cover the Plastic with Builder Sand!! ???
Set your Tiles/Slabs then on the Builders Sand!! ???
Later Line your Cold Frames the Inside with Thick Polystyrene
for good installation [ Sides and Back of the Cold Frame ]Â Â Â Â Â Â With Frost Warning...Try to cover the Outside with Thick Clear Plastic...this allows the Light Through 8)

I agree with Tulip but membrane is slightly better under the sand, as it allows excess water to drain away, if you life in a wettish area.
