Hi Mal! I think layering is probably best although you could try cuttings.

Layering isn't any good, Anne as it's in my next door neighbours, it's hanging over the fence, about 2' long . I'll have a go at cuttings, any tips?

I've never done wisteria cuttings. Mine is easily layered and has many babies in my friends' gardens!! I had a look online and the rhs website has this:
