I am tempted to say vibernum. But this year because of the warm spring my loquat has flowered and looks nearly the same as the picture.

I also (like Hector) think its a Cotoneaster lacteus;  we have one in our allotment community area (the young plant was thrown - dumped - over the gates into our allotments about six years ago, it looked healthy and we planted it)  It didn't flower for a couple of years but since then its flowered yearly and then had masses of beautiful berries - much loved by blackbirds, who once they discover it, strip the berries in a couple of days!

I think it is a cotoneaster. But possibly the leaves are a bit too long for lacteus? Maybe it is a salicifolius (ie willow-leaved) there is a lovely variety called Rothschildianus which has yellow berries (so if they ripen in autumn that will help identification as lacteus has red berries).
