There are big fines for public buildings that do not celebrate Europe Day,
they even have to take a picture of the european flag and email it to Brussels!
How pathetic is that and a complete waste of time and expense.

The woman on the video has a seriously dreary voice, it reminds me of the father Ted xmas special in the lingerie section where Ted asks for a priest with a dreary voice to announce the closure of the section.
::) :-X
Well it is does have some basis in reality but not that much..

Conclusion
The Express's and Star's stories have a real basis but a casual reader is likely to get a misleading impression of the scope of the requirement. In fact it only applies to two buildings and fines are not in play.
the express also reused the photo from an earlier anti euro peice - http://www.dailyexpress.co.uk/posts/view/214923/Now-Eurocrats-want-to-control-our-law-system
Gosh. I didn't even know there was a "Europe Day", never mind when it was.
I might wear a black armband and tie on Monday as a mark of respect for our lost liberties.
Of course there is a Europe day
It falls on the first of April every other leap year anually.
